The state government had set up a Monitoring Committee on SYABAS, chaired by the Honourable State Secretary of Selangor, following an announcement and proposal by SYABAS to ration water.

The purpose of this committee is to monitor on a daily basis the effectiveness, efficiency and the current status of SYABAS water supply to consumers, including reviewing on-site the water supply shortage in the areas identified by SYABAS itself.

The Monitoring Committee evaluated the proposed improvements and the rehabilitation of the water supply problems encountered.

SYABAS was also asked to present and report to the committee on the following matters: -

1. Daily water production for each plant and water reservoir levels;

2. Water demand on the water bill (Metered consumption) from January 2012 to present;

3. Water demand projections provided by SYABAS;

4. Information on the level of the main pool (balancing reservoir - reservoir-service terminal reservoir);

5. Areas with water shortage;

6. Detailed information on the main water pipe network, including pool water up to the problem area, including NRW;

7. The principal sources of (micro) which causes the area of water problems

8. Proposed solutions designed by SYABAS to the problems raised and

9. Emergency response plan prepared by the SYABAS.

Failed to meet concession agreement: Salary saved - RM5.1MILLION

Based on the results of the research and investigations made ​​by the Committee over a 3-day period, the State Government concluded that:

1. The Selangor State Government will submit recommendations to the Board of SYABAS to dismiss its Executive Chairman (Rozali Ismail) and Chief Executive Officer (Ruslan Hassan) for refusing to attend and give an explanation to the Committee.

With this dismissal, the operational cost savings from the salary of the Executive Chairman of SYABAS alone is worth at least RM5.1 million a year.

2. The Selangor State Government is willing to spend to build new water treatment plants to increase production capacity for treated water and will immediately call for a tender for the Project Mitigation 2, which will cost some RM225 million.

The steps taken by the State Government is to protect the interests of consumers in Selangor, Kuala Lumpur and Putrajaya who will be affected by the failure of SYABAS to supply clean water as required in the concession agreement.

Selangor government is confident the federal government will not attempt to complicate this effort to protect the interests and welfare of the people.

KERAJAAN NEGERI AKAN KEMUKA CADANGAN PECAT PENGERUSI DAN KETUA PEGAWAI EKSEKUTIF SYABAS

Kerajaan Negeri Selangor telah menubuhkan Jawatan Kuasa Pemantauan SYABAS yang dipengerusikan oleh YB Setiausaha Kerajaan Negeri Selangor lanjutan daripada kenyataan dan cadangan untuk membuat catuan air yang diumumkan oleh SYABAS.

Tujuan jawatan kuasa ini adalah untuk memantau secara harian keberkesanan, kecekapan perkhidmatan SYABAS dan kedudukan semasa pembekalan air kepada pengguna termasuk meninjau sendiri di tapak masalah kekurangan bekalan air yang dicanangkan oleh SYABAS.

Jawatan kuasa ini akan mengkaji cadangan penambahbaikan dan pemulihan ke atas masalah bekalan air yang dihadapi. SYABAS telah diminta membentangkan dan melaporkan kepada Jawatan kuasa tersebut perkara-perkara berikut:-

1. Pengeluaran air harian bagi setiap loji air dan paras empangan;

2. Permintaan air berdasarkan bil air (metered consumption) dari Januari  2012 hingga sekarang;

3. Unjuran permintaan air yang disediakan oleh SYABAS;

4. Maklumat mengenai paras kolam utama( balancing reservoir – terminal reservoir -service reservoir);

5. Kawasan yang mengalami masalah gangguan bekalan air ;

6. Maklumat terperinci mengenai rangkaian paip air utama termasuk kolam air hingga ke kawasan yang bermasalah termasuk NRW;

7. Punca-punca utama (micro) yang menyebabkan kawasan tersebut mengalami masalah air

8. Cadangan penyelesaian yang dirancang oleh SYABAS ke atas masalah yang dibangkitkan; dan

9. Emergency response plan yang disediakan oleh pihak SYABAS.

Berdasarkan kepada hasil penelitian dan penyiasatan yang dibuat oleh Jawatan Kuasa ini selama tiga hari, Kerajaan Negeri Selangor merumuskan bahawa:

1. Kerajaan Negeri Selangor akan mengemukakan cadangan kepada Lembaga Pengarah SYABAS supaya memecat Pengerusi Eksekutif dan Ketua Pegawai Eksekutif SYABAS kerana tidak hadir memberikan penjelasan kepada jawatan kuasa tersebut. Dengan pemecatan ini, penjimatan kos operasi dari gaji Pengerusi Eksekutif SYABAS sahaja adalah berjumlah sekurang-kurangnya RM5.1 juta setahun.

2. Kerajaan Negeri Selangor bersedia membelanjakan peruntukan bagi membina Loji Rawatan Air baru untuk tujuan meningkat kapasiti pengeluaran air terawat dan dengan serta merta akan memanggil tender untuk Projek Mitigasi 2 yang berjumlah RM225 juta.

Langkah yang diambil Kerajaan Negeri ini bagi melindungi kepentingan pengguna di Selangor, Kuala Lumpur dan Putrajaya yang terjejas kerana kegagalan SYABAS membekalkan air bersih seperti yang dipersetujui dalam perjanjian konsesi.

Kerajaan Selangor yakin kerajaan Persekutuan tidak akan cuba menyulitkan usaha yang dirancangkan ini demi menjaga kepentingan dan kesejahteraan rakyat.
